WOMEN, PEACE AND SECURITY:
GHANA
The
lack of gender balance in appointments has been one of the more
serious failings of the Kufuor Administration which promised
women a new era in Ghana. Beyond the flamboyant gesture of announcing
a Women's Ministry in the President's inauguration speech, the
Kufuor administration is yet to commit itself to real change
for women in Ghana. This is out of step with other African countries
where progressive governments are striving to change the face
of public institutions in accordance with national laws and
International Human Rights Conventions such as the CEDAW which
Ghana ratified in 1986.

"Without equal and fair participation of women in conflict
management and decision-making we will never achieve the vision
of a world-free from the scourge of war, poverty and gender discrimination.

] Accordingly, participatory programmes that prioritise
the public provision of food, water, sanitation, health and energy
- the key sectors in which women provide labour in peace and war
- should be built into post-conflict reconstruction."
