Women and Democracy
February, 2004
IFES is a non-profit, non-partisan organization dedicated to strengthening inclusive and transparent political process in emerging and established democracies around the world. On April 3 and 4, 2001, IFES organized a two-day conference in Dushanbe titled Political Parties One Year After The Majlisi Oli Elections: Expanding Participation Of Youth and Women as part of its political party development program in Tajikistan. This conference assembled political party leaders, representatives of domestic NGOs and international organizations, as well as key policymakers, to discuss the role of women and youth in political participation as part of democratic development in Tajikistan. At the conclusion of the conference, a protocol was signed by representatives of ten political parties and movements to formalize recommendations and commitments made during the conference. The protocol outlines various goals and benchmarks within the political party structure for encouraging women to run for office, ensuring equal access to media outlets, incorporating a gender analysis of legislation of Tajikistan into parliamentary and budgetary processes, creating subcommittees in each party dealing with gender and youth issues, increasing the capacity of NGOs and political parties to undertake women's outreach activities, and organizing an all-party working committee on gender equality issues.
