Theme:
Security Council Mechanism for Implementation of UNSCR 1325

I see four lines
of action that we will have to follow simultaneously: [including]
greater vigilance throughout the Council's agenda. The proposals
I made last year are still current. The idea is to have
the "1325 reflex" in the Council's day-to-day
work.
A mission from the Council under the leadership of France
will go to the Great Lakes from November 4 to 11 : we will
ensure that it allows Council members to engage in dialogue
with local NGOs that are participating in the follow-up
of resolution 1325 in the field. We will also be particularly
attentive to the way in which the directives to combat sexual
abuse in the PKOs are implemented.
Fiji:
For five years, the Security Council has
been seized with the issue on "Women, Peace and Security"
and now that we have an Action Plan, we ought to move forward
and establish a focal point and an expert level working
group to ensure the integration of resolution 1325 in the
Council's work.

Lanka
While the General Assembly, the
Commission of Human Rights and the Commission of the Status
of Women have addressed these issues from time to time, the
Security Council, the UN apex body that is mandated to ensure
international peace and security, by this Resolution provided
an impetus to mainstream gender perspective in promoting peace
and security.
[I]t has now become incumbent upon the Security
Council to review the progress made in the implementation
of its resolution, as well as to consider further practical
measures to strengthen the safety-net and security for women
in situations of armed conflict and to promote their role
in peace-building. In doing so, it is essential that the Security
Council consider ... establish[ing] a focal point to ensure
the integration of Resolution 1325 in the work programme of
the Security Council as well as in the mandates, processes
and mechanisms of all relevant UN Agencies

an action plan to guide its role in monitoring implementation
of resolution 1325.
