We encourage increased attention to facilitating women's equal and active participation from the first stages of negotiating peace through reconstruction and political participation. Without women in decision-making there will be no sustainable peace.

The implementation of SCR 1325 is closely linked to achieving gender equality and women's equal participation at all levels of society. In post-conflict societies women constitute more than half of the population. Women are entitled to an active role in rebuilding their society. By ensuring that all aspects of SCR 1325 are implemented we will give women the chance to use their voice and their agency in ensuring sustainable peace.

What are the areas, in our view, which take priority to ensure the full and complete participation of women in peacebuilding and reconstruction?

The establishment of institutions endorsing parity. The reconstruction phase of institutions offers a unique opportunity for countries emerging from conflict to set up institutions that conform to the most advanced standards in law. Instruments such as the Convention for the Elimination of All Forms of Discrimination Againsi Women must be a benchmark lo all the actors in reconstruction.

The establishment of the Peacebuilding Commission should also enable us to move forward on the participation of women in post-conflict phases and reconstruction.

As pointed out by the first four speakers this morning, the United Nations must act - and, indeed, in many instances has acted - to acknowledge and strengthen the role of women in peace processes and in post-conflict peacebuilding. Women can, and should, be involved in both making peace and maintaining security following conflict, not only in the sense of patrolling streets, but also as builders of consensus and leaders of reconciliation in post-conflict settings.

Experience increasingly demonstrates that incorporating the efforts of women peacebuilders builds more effective programmes. Their inclusion will advance their rights and lay the groundwork for a more sustainable peace. Therefore, women have not only the right, but the responsibility to be an integral part of all stages of the peace process and the consolidation of peace.

Colombia has also adopted laws to protect women and promote their participation. Colombia’s legislation favours female-headed households and guarantees that women will fill 30 per cent of public posts at decision-making levels in the different branches and organs of public administration. The legislation has had an incremental effect on their participation.

Women remain rnarginalised in peacebuilding. This marginalisation starts during ceasefire negotiations and continues throughout the peace process. The European Union believes that it is critical to move from marginalisation to action. Women at both grassroots and national levels provide important insights and analysis to the consolidation of peace and we urge the Security Council to increasingly invite and utilise these voices. We encourage increased attention to facilitating women's equal and active participation from the first stages of negotiating peace through reconstruction and political participation. Without women in decision-making there will be no sustainable peace.

Participation in decision-making processes. Women's access to elective office is a key element. In this we can only welcome the examples of Rwanda and Burundi. But we also need to make sure that women, especially through their organizations, are involved in all the administrative processes.

Mr. President, last Friday, in keeping with his solemn pledge to include women at all levels in decision-making, President Mwai Kibaki decreed that thirty percent of all public service jobs would be reserved for women. In his words, and I quote, "The women of this country provide a critical mass for our economic development.However, there is a serious imbalance between the number of women employed in the public service and private sector and in the leadership of the country in general. I therefore call upon the Public Service to apply afirmative action in new employment by ensuring that a minimum of 30 percent of new recruitment and appointments in the public service establishments are women."End of quote

Resolution 1325 emphasized the need to incorporate gender perspectives in post – conflict reconstruction and peace-building. We are grateful to note that there has been increased attention on the role of women in the post conflict rebuilding process, especially in the judicial legislative and electoral sectors as well as in restoration of the rule of law and transitional justice. Women still need considerable support and capacity building to be effective in new democratic and legal structures that were traditionally dominated by men.

We therefore appreciate measures taken by the Department of Peace- Keeping Operations(DPK) to hold regular meetings with women representatives in countries affected by conflict. However, it is a hard fact that in most countries there are very few female representatives as women are generally not involve in politics and do not hold decision-making positions. It is in this regard that SADC stresses the importance of giving priority to the empowerment of women, thus enabling their participation in politics and decision making.

Women and girls must be protected from sexual abuse and gender-based violence, and impunity must be ended. This means including women, who are usually relegated to a secondary role, in decision-making processes leading to the adoption of necessary institutional, judicial, political, educational and economic changes.

Women continue to take on greater roles as agents of change throughout all our societies. That dynamic is a healthy trend that all nations should support and foster. Yet, all too often, women have been largely excluded from formal efforts to develop and implement fresh solutions to seemingly intractable conflicts and their aftermath. Their involvement in those processes to prevent conflict and stop war is essential, and the United States takes seriously the challenge of bringing women, as equals of men, into the mainstream of decision-making and negotiation.

Despite those successful examples of and by women to increase and strengthen their role in peacemaking, there remains resistance to the notion that women can make a difference. The exclusion of women from important decision-making and political and social leadership roles is a deeply ingrained tradition in many societies. Changes to that counterproductive tradition will require a conscious, deliberate effort by us all.

Post-conflict reconstruction provides an opportunity for legal and justice reform. It is crucial that this reform takes full consideration of women's special needs regarding reviewing the legal framework and judicial system so that they can better protect the rights of women and girls, ensure their access to justice and remove gender-discriminatory statutes and practices especially concerning rights to land, property, and inheritance. Promoting the Rule of Law and true access to justice for women is crucial.

Promoting the Rule of Law and true access to justice for women is crucial. The European Union is reiterating its support for the establishment of the Rule of Law Assistance Unit as anticipated by the Secretary General and endorsed by the world leaders at the Summit 2005, and requests the Unit to be established without further delay. We hope that the Unit, once established, will adopt a strong gender focus and for instance, carry out analysis of gender gaps in existing Rule of Law practices and assistance.

Reconstituted police and armed forces should seek gender balance in personnel, and should be reformed to introduce gender-equality to their mandates, incentive systems, performance measures, oversight mechanisms and organizational cultures. Security forces also need to be particularly alert to the increased violence against women, which often follows demobilisation.

We also believe that gender should be an integral part of Security Sector Reform programmes, including activities to reform defence forces and the police. We need to improve the participation of women at all levels of the security forces as well as the dialogue between the security sector and civil society.

Next year, women from all over the Pacific region including non-Forum countries and territories will come together at the 10"' Triennial Conference on Pacific Women and 3" Ministerial Meeting in Noumea. New Caledonia, to review progress on the Pacific Platform for Action on the Advancement of Women and Gender Equality 2005-2015.

Additionally, the recently conducted Summit of our PIF Leaders on Wednesday, 25 October 2006, agreed that greater attention needed to be given to implementing international conventions on human rights (specifically, I note that the Pacific Plan initiative 12.5 specifically refers to UNSCR1325) as essential tools to underpin improvements in institutional governance.
