For six years, the Security Council has been seized with the issue and despite sore milestones, which include the formulation of the Plan, we believe more could be achieved. The options for a focal point and an expert level working group to ensure effective integration of SCR 1325 into the Council's work are propositions that Fiji continues to advocate.

The resolution demands protection of women and girls in conflicts, but also calls for giving women a voice and an active peacebuilding role during and in the aftermaths of armed conflict. Foremost, the resolution places the issue of gender firmly on the agenda of the Security Council itself.

Incorporating SCR 1325 into the Security Council's work in order to ensure a gender-sensitive approach in all its work is crucial, but there is often a lack of understanding of the concept of gender mainstreaming. The EU therefore welcomes the current efforts by the UN and Member States to train permanent missions and SC members on how to translate SCR1325 in to concrete action.

The area where SCR 1325 has changed the course of things the most is that of peacekeeping operations. We can see in it the result of several factors coming together:
- the integration on a more systematic basis now of the problem of "women, peace and security" in mandates given by the Security Council;
- the relatively clear distribution of the roles of various actors in the framework of peacekeeping operations, a guarantee of better coordination;

Member States and partners must continue to give the needed financial support to the implementation of 1325. An effective and robust accountability, monitoring and reporting system should be developed.

SCR 1325 holds us all to a new standard of accountability both during and after conflict. What we should do is to reinforce the political momentum and start more conscious initiatives and activities to intensify the implementation of the resolution. This is the surest way that we can turn gender equality commitment into reality.

It is regrettable that, as the report reveals, six years after the adoption of the Security Council resolution and 61 years after the establishment of the United Nations, only 26.07 per cent of the Council’s resolutions include language relating to women or gender. That shows us that our level of compliance with the commitments undertaken in the area of women’s advancement still falls well below expectations. More support is needed in this area, where it is most lacking.

Indonesia believes that the implementation of the action plan represents the first phase in achieving a well-coordinated, results-based, system-wide strategy. To succeed, this strategy will require committed, sensitive leadership throughout the United Nations system actively supported by women in decision-making positions whose actions will help to consolidate peace. And it would also be good protocol for the Council to interact more closely with other major United Nations organs to enrich its insights for action and achieve better decision-making.

Both the Security Council and the newly established Peacebuilding Commission needs to pay special and full attention to integrating women equally in formal peace processes.

Insufficient gender mainstreaming and gender empowerment is true of the international community as a whole when dealing with conflict resolution and peacebuilding. We call on both the Security Council and the new Peacebuilding Commission to take the lead towards a genuinely gender-blind culture, which will provide benefits to the individuals in the society and to society as a whole!

The importance of the resolution must transcend the necessary and thought-provoking celebration of the anniversary on 31 October of the unanimous adoption of the resolution. Since 2000, only 39 of the Security Council’s 261 resolutions or texts have contained any reference to gender issues. Only five of the 59 resolutions adopted in 2004 dealt with the issue of violence against women, and only eight made reference to resolution 1325 (2000). Spain attaches great importance to the effective implementation of resolution 1325 (2000). In 2004, the then Minister of Foreign Affairs of Sweden and the Minister for Foreign Affairs and Cooperation of Spain jointly signed an article entitled “Women, peace and security”, which, inter alia, deplored the lack of participation of women in peace processes. In that same year, in the Security Council, Spain highlighted the importance of the Council’s giving serious consideration to the establishment of a permanent mechanism for the effective follow-up of the implementation of resolution 1325 (2000) in the context of the various conflict situations that it deals with on an ongoing basis.

Gender perspectives in resolutions, mission terms of reference, mandates & reports

At the international level, the establishment of a working group or focal point on women, peace and security within the Security Council, in keeping with a recommendation of the report, should also have our lull consideration. This will increase sensitivity to the issue of women's actual and potential contributions to peace and security and strengthen commitment in that regard.
