Furthermore, the multidimensionality of the problems of women and girls in situations of armed conflict requires a systemic approach. In that connection, Costa Rica understands that all United Nations organs and programmes should participate in an active and coordinated manner in efforts to overcome the great challenges in this area. We are concerned at the compartmentalization of issues that, by their very nature, are entirely cross-cutting, as the Secretary-General indicates in his note contained in document A/61/583. For that reason, we consider it imperative to move forward without delay in discussing and taking swift decisions regarding the Organization’s gender architecture.

Mr. President, The promotion of gender equality and women's empowerment - be It in the context of conflict resolution or in attaining the internationally agreed development goals - is an essential part of the UN mandate. A coherent and effective Implementation of this mandate, including Security Council Resolution 1325, needs a coherent and effective gender architecture. Germany supports the respective concept paper prepared by the DSG, Ms. Asha-Rose Migiro.

Third, I would like to call for the speedy conclusion of the ongoing consultations
about the new gender entity of the UN and to stress, that this entity will have to make violence against women an urgent issue. We should also support the UN-agency programmes directed against violence against women, especially the UN Trustfund to End Violence against Women, administered by UNIFEM.

At the same time, we cannot agree with the recommendations on creating specialized machinery within the Security Council to monitor the implementation of resolution 1325 (2000) on a national level. We believe that that would simply exacerbate the problem of duplication and lack of coherence. Experience in similar plans has shown that it would not lead to real improvements in the field. What is needed is to enhance the effectiveness of existing machinery and not establish new bureaucratic structures, particularly at a time when the issue of the new gender architecture of the United Nations has not yet been resolved.
