Afghanistan
H.E. Mrs. Masooda Jalâl, Minister of Women’s
Affairs
...War destroyed the foundations necessary for the
growth and progress of Afghanistan as a nation. Due to a lack of
statistical capacity, as a result of those twenty-three years, we
cannot describe with accuracy, the extent in which women suffered
in Afghanistan. Our story is a living example of the worst that
could happen to women under the regime of despotism, lawlessness
and armed conflict.
Given the forth-coming Parliamentary elections,
we are currently engaged in dialogue with political parties, so
as to ensure the inclusion of women in their party tickets as well
as the inclusion of women's agenda in their party platforms. We
are also working with the Independent Administrative Reform and
Civil Service Commission to guarantee equal competition between
women and men, under an affirmative action policy, during the recruitment
of new staff under the Priority Reform and Restructuring Program
of the Government. In the meantime, we are trying to build a network
of women, already member of the Government, to create a constituency
support-base within the ministries.
In spite of all the challenges, significant developments
favoring the growth of women's empowerment and gender equality in
my country have taken place. On December 14, 2003, the Constitutional
Loya Jirga convened with the unprecedented participation of 102
women of the 502 delegates. As such, women comprised 20% of all
delegates. Afghanistan's new constitution was promulgated in January
2004 with explicit provisions concerning non-discrimination, equality
between men and women, and protection of women in various sectors
such as education and health. Moreover, the Constitution also ensures
the right of women to political participation. In this context,
the Government has been mandated to take appropriate measures aimed
at preventing and eradicating negative customs contrary to Islam.
Twenty-three years of exposure to violence, conflict
and public execution rituals have left many Afghan women psychologically
traumatized and in dire need of therapeutic assistance. Forced marriages
– occurring mainly during puberty -, inadequate reproductive
health services and facilities, poverty, lack of female health practitioners,
unfavorable traditional beliefs and practices, and many other factors
have prevented our women of proper health conditions.
A wide range of acts of violence against women and girls are reportedly
committed in the name of religion and tradition. Domestic violence,
early marriage, forced marriage, and a practice of marrying off
women to settle disputes continues to remain rampant. In the most
desperate of situations, women either threaten to, or actually,
commit self immolation. The rights of women are ignored within the
family, while the closest external source to mitigate the problem
remains the village Shura's (a village justice mechanism). Whereas,
some of the Shura's have started to include women as members, lack
of gender sensitivity has rendered women helpless in the face of
injustice. Moreover, family and community frown upon women who present
their case outside the home.
Ministries have also taken steps to advance the
status of women. The Government of Afghanistan has created an inter-ministerial
Committee on the Eradication of Violence against Women and signed
a protocol with them on specific measures to prevent and eliminate
violence against women. Curricula and learning materials are being
reviewed for gender sensitivity...
Algeria*

...In order to achieve gender equality, our countries
attach particular importance to the Convention for the Elimination
of all forms of discrimination against women, an important instrument
that has wide international acceptance.
...The Rio Group countries reject the use of unilateral
coercive measures as instruments of political or economic pressure
against any country, but especially against developing countries
because such measures are not compatible with international law
and the United Nations Charter and they impede the full economic
and social development of the population of the affected countries,
especially women, children and persons with special needs.
...The Rio Group countries have made a commitment to promote full
and equal participation of women and men at all levels of decision
making of the State, society and the market and to promote the participation
of civil society, including organizations of women, in the processes
of decision making in the local, national, regional and global framework
in order to advance the construction and exercise of full civil
rights of all women in the region.
We consider it indispensable to work out measures that stimulate
the transversalization of the gender perspective in public policies.
The sustainable development of our peoples will only be possible
in an fair, ample, democratic and inclusive society through the
strengthening of institutions and based on social equity and gender
equality.
The acts of violence be it in the public or private
life of women are a violation of their human rights. One of the
principal goals of the countries of our region is to design adequate
policies to eliminate all forms of violence against women, especially
domestic violence, both physical and psychological. These policies
must prioritize programmes to prevent and eliminate violence against
women, the attention, treatment and recovery of the victims, integration
of men and boys in those programmes, community campaigns of public
education and the strengthening of social services. We will not
tolerate any form of violence against women and girls.
We are concerned about the trafficking in persons, in particular
women, girls and boys and their link to poverty, sexual, commercial,
and laboral exploitation and the lack of opportunities. This phenomenon
can only be prevented and eliminated by determined, coordinated
and collective national and international action with the participation
of countries of origin, transit and host countries, taking into
consideration the eminently transnational character of this scourge
and within the framework of the respect of the human rights of the
victims.
We recognize the magnitude and importance of the
migratory phenomenon of the region and the necessity to promote
and protect the human rights and fundamental liberties of the migrants,
with special emphasis on the situation and necessities of migrant
women.
The Rio Group countries recognize the vulnerability of women and
children regarding the HIV/AIDS pandemic and believe that this problem
must be dealt with from an integral perspective. We recognize the
need to guarantee individual, social, cultural and political rights
of the persons who live with HIV/AIDS which are contained in the
Universal Declaration of Human Rights as well as in other international
and regional commitments. The Rio Group countries are dedicated
to the organization of awareness, prevention and treatment campaigns
with especial attention to women and girls.
The Rio Group cannot but recognize the important role played by
women in peacekeeping, peacebuilding and post conflict consolidation
of peace in accordance with the purposes and principles established
by the UN Charter. Contributions of women to peace processes and
the creation of associations for peace have been widely recognized
in different areas of the United Nations. We support the training
of women in order to facilitate their more active participation
in regional and international initiatives as agents of peace and
condemn different forms of violence suffered by women and girls
in conflict situations.
...At the same time it can also be affirmed that
there has been significant advance towards the consolidation of
gender justice. We believe that the changes of most trascendence
for women are the recognition and full exercise of their rights....
Azerbaijan
H.E. Mrs. Zahra Guliyeva, Chairperson of the State Committee
for Women's Issues
...As a state signatory to the Millennium Declaration,
Azerbaijan is committed inter cilia to realization of the Goal 3
which envisages achievement of gender equality and advancement of
women, and we consider it as one of the priority directions of our
national development agenda. The process of defining key gender
issues specific for Azerbaijan has thus become an integral part
of the process of achieving the MDGs.
The report submitted by our country in reply to the UN
questionnaire on review of implementation of the Beijing Platform
for Action, stresses that the major factor impeding national development
remains and ongoing conflict with Armenia resulted in occupation
by the latter of significant part of the Azerbaijani territory and
emergence of nearly one million of refugees and IDPs, of whom 420.000
are women. The Government of Azerbaijan spares no time, effort and
resources to solve the problems of displaced population and has
allocated through its Oil Fund 220 million USD for construction
of new settlements, schools and hospitals to meet their basic needs.
Nevertheless, the return of Azerbaijani displaced population to
their homes remains one of our key priorities in the process of
settlement of the conflict.
In its efforts towards peaceful solution of the conflict, Azerbaijan
attaches increasing importance to the role of women in conflict
prevention, conflict resolution and peace building...
Bangladesh
H.E. Ms. Begum Khurshid Zahan Haque, Minister, Ministry of Women
and Children Affairs
...At the international level, Bangladesh has always
been in the forefront of all debates on the rights and empowerment
of women. We had been one of the main sponsors of the Security Council
Resolution 1325. We play active role in the UN system, particularly
in the Third Committee, CEDAW and the Commission of Human Rights.
The economic empowerment has also led to a major
role by women in the political domain. We have over 13,000 elected
women representatives in local government. Other specific measures,
including reservation of 45 seats in the National Parliament, have
been undertaken...
Belgium

Au-delà de ces constats, mon pays renforcera l’ application
du gender mainstreaming dans sa législation suite à
la présente Conférence. Il définira ainsi plus
précisément des objectifs de genre dans les politiques
conduites en matière économique, sociale et de sécurité.
Benin*

… Quant à la participation des femmes aux sphères
de prise de décision, le Président de la République
vient d augmenter le nombre de femmes au Gouvernement en leur confiant
même la gestion des secteurs stratégiques comme celui
des transports, de l industrie, etc....
… Enfin, plaçant la culture de la paix au centre de
la lutte pour la promotion du genre, le Bénin adhère
à l'appel lancé à Bamako par les Femmes Ministres
et Parlementaires et invite en conséquence chaque nation
à y prêter une oreille attentive et chaque citoyen
du monde à faire de la lutte pour la paix son credo.
Bolivia
H.E. Sra. Teresa Canaviri Sirpa, Vice Ministra de la Mujer,
Ministerio de Desarrollo Sostenible
...Hoy vivimos un momento especial en mi país frente a un
proceso constituyente en el que mujeres y hombres debemos construir
un nuevo pacto social, dibujar nuevas relaciones de poder en el
camino hacia la inclusión social, el reconocimiento y respeto
a la diversidad étnico-cultural y a las necesidades diferenciadas
de bolivianos y bolivianas. Se trata de dotar al país de
una nueva Constitución Política del Estado que contribuya
a profundizar la democracia y la unidad nacional.
No estamos cantando victoria, falta mucho para ello,
pero hay avances que se traducen en la disminución de las
brechas...en la promulgación de una Ley de Cuotas que instruye
una participación mínima de 30% de mujeres en los
comicios.
También se promulgó la Ley de Agrupaciones
Ciudadanas y Pueblos Indígenas que establece la presencia
de 50% de mujeres con criterios de paridad y alternancia, y que
significa a su vez un avance para la participáción
política de mujeres indígenas.
El Viceministerio de la Mujer busca ejecutar un
Plan Nacional de Desarrollo para el Ejercicio Pleno de los Derechos
de las Mujeres que incida no sólo en lo social, sino también
en las dimensiones económicas, políticas. Sólo
así podremos aspirar a cambios trascendentales.
Esto no puede quedar en retórica. Bolivia
y los estados del mundo deben hacer realidad nuestros objetivos
internacionales de desarrollo- incluyendo los del Milenio- asumiendo
la responsabilidad de traducirlos en acciones posibles, en políticas
viables y tangibles.
Somos asertivas en la revisión que hacemos
para avanzar, pero necesitamos ser críticas. Los principios,
acciones y contenidos de la Plataforma de Acción han sido
cumplidos muy parcialmente. No existió la voluntad política
suficiente, ni el financiamiento requerido, ni los mecanismos institucionales
adecuados para instalar la realidad que propone...
Brazil*

En el ultimo diciembre pudimos presentar a la sociedad
brasileña el Plan Nacional de Políticas para las Mujeres.
Las sucesivas Conferencias promovidas por la ONU en especial, las
celebradas en Viena, Cairo, Beijing y Durban fueran fuente permanente
de inspiración en nuestro trabajo y sus principios y recomendaciones
están expresados en la Política y en el Plan Nacional.
A partir, por lo tanto de la implementación de este Plan
y de su mecanismo de seguimiento y control social esperamos estar
contribuyendo de manera decisiva para la implementación de
la Plataforma de Beijing.
El Plan en la medida que fue elaborado por una comisión interministerial
con la participación de la representación de la
sociedad civil, y va ser ejecutado por 17 diferentes ministerios
y secretarias especiales del gobierno federal en régimen
de parceria con los gobiernos locales, representa a nuestra mirada
la concretización de la incorporación de la temática
de genero de manera transversal en las políticas gubernamentales.
El Plan Nacional de Políticas para las mujeres esta estructurado
em cuatro ejes estratégicos que contemplan 198 acciones distribuidas
en 26 prioridades. Son ellos:...
...Vamos a enfrentar como ya estamos enfrentando la cuestión
de la violencia domestica y sexual contra las mujeres como jamás
ha sido enfrentada como jamás ha sido enfrentada en nuestro
país, a través de una política de ámbito
nacional articulada entre las diferentes esferas de poder y en una
perspectiva de integración entre las áreas de salud,
seguridad, justicia, educación y asistencia social y psicológica.
En este punto hay que mencionar la colaboración primordial
del Congreso Nacional en la aprobación de Ley para Cohibir
la Violencia Domestica que esperamos ver aprobada aun este an y
cuya relatora es la Diputada Jandira Feghali que nos acompaña
a esta cuadragésima novena sesión, y las modificaciones
en el Códice Penal brasileño que fueran aprobadas
la semana pasada...
Burundi
H.E. Madame Marie Gorettl Nduwimana, Ministre de l’Action
Sociale et de la Promotion de la Femme
…Durant les 10 dernières années la crise qui
a secoué mon pays, même si elle n'a pas épargné
personne, a frappe particulièrement les femmes et les enfants
qui ont été victimes de violences parfois difficiles
à décrire.
Dans le domaine de la paix; un Ministère chargé de
la mobilisation pour la paix a été créé
et traite particulièrement les questions des femmes. Ces
dernières sont aujourd'hui membres des commissions telles
la Commission Nationale de Réinsertion des Sinistrés
(CNRS) et la Commission de Suivi des Accords Arusha (CSA). Des comités
des femmes pour la paix et le développement ont été
mis en place. Les femmes ont beaucoup contribué au retour
à la paix en effectuant des visites de soutien, d'échanges
et d'aide aux déplacés et réfugiés.
Elles ont pu être intégrées progressivement
aux travaux de négociation d'Arusha pour la paix. Un défi
est encore à relever car la paix n'est pas encore totale
sur tout le territoire national.
Dans le domaine de l égalité des droits, l avant projet
de loi sur les successions, les régimes matrimoniaux et les
libéralités est en attente d adoption. La Constitution
nationale qui vient d être adoptée par référendum,
le 28 février dernier, consacre un quota minimum de 30% de
participation des femmes dans les instances de prise des décisions…
La Convention pour l Elimination de toutes les Formes de Discrimination
à l égard des Femmes (CEDEF) a été traduite
en langue nationale et vulgarisée. Néanmoins, la compréhension
du concept genre n’ est pas généralisée.
Quant au niveau atteint par mon pays dans la prise en compte des
sexospécificités, il n'est pas très évolué
et il se cherche encore compte tenu surtout de la situation sociosécuritaire
que nous venons de vivre plus de 10 ans durant. Cependant, des réseaux
des femmes parlementaires, des femmes leaders, des formateurs en
genre, des points focaux genre,... existent. Il faudra, pour avancer
un peu plus, que mon pays se dote de moyens et de compétences
nécessaires pour la mise en oeuvre de la Politique Nationale
genre. En effet, à l'heure actuelle des indicateurs relatifs
au genre sont établis dans 9 domaines et une base de données
y relative est établie et partiellement alimentée.
Des travaux continuent aujourd'hui pour achiever son alimentation...
Bosnia and Herzegovina
H.E. Ms. Ljerka Marie, Minister of Finance and Treasury
...From Beijing + 5, Bosnia and Herzegovina has
adopted significant number of laws in the field of the gender equity
and equality, and the most important ones are as follows: Gender
Equity Law, Family Law and Law on Protection Against Domestic Violence.
I would like to emphasize here that the Gender Equity Law defines
both direct and indirect discrimination, gender based violence,
disturbance and sexual disturbance and introduces sanctions against
offenders. The Law defines and enacts further general elements of
proceedings in institutions and subjects within the institutions
in order to observe gender equality principles in the areas referred
to the Law as follows : education, work and access to all kinds
of resources, social protection, health care, sports and culture,
public life, media and gender-based violence.
...Allow me to explain the National Institutional Mechanisms for
gender mainstreaming in Bosnia and Herzegovina. Due to its specific
state structure, it is very important to mainstream gender at all
levels (state, entity, cantons, municipalities), as well as ensure
that all institutional mechanisms are functional.
All institutional mechanisms have been established within the legislative
and executive authorities. However, we are aware of the fact that
the very establishment of those mechanisms is not sufficient to
fully mainstream gender in the country.
The Gender Equality Agency has been established at the state level.
At the entity level, Gender Centers as expert bodies, directly reporting
to entity Prime Ministers, and focal points nominated in each entity
ministry, have been established as well. Co-ordination Boards for
gender equality are operational at the cantonal level, as well as
Commissions for gender equality at the municipal level.
Institutional mechanisms for gender equity and equality in partnership
with NGOs work on the following activities: gender awareness building,
improvement of relevant statistics without which adequate specific
actions are not possible, elimination of women trafficking in the
region, elimination of the domestic violence as well as gender-based
violence, media promotion of gender issues, women and young girls
health empowerment and gender mainstreaming in education at all
levels...
Botswana
H.E. The Honourable Major General Moeng R. Pheto, Minister for Labour
and Home Affairs
...Since the objectives of the Declaration and Platform
for Action are consistent with the MDG's, it would only be in order
that the review of the Platform for Action should serve as one of
the tributaries to the mainstream review of the Millennium Declaration,
scheduled for September 2005.
I regret to say that Botswana still lags far behind
in achieving the 30% target of women in power and decision-making
positions as stipulated in the Beijing Platform for Action. However,
we pride ourselves of having a high percentage of women, by any
standard, occupying leadership and managerial positions in both
our public and private sectors. Cabinet, for example has 33% women
and the Governor of our Central Bank is a woman.
We are constantly reminded that HIV/AIDS has now
notoriously assumed the face of a woman. In Botswana, Madame Chair,
HIV/AIDS is not only a poignant reality, but a national tragedy
that has reversed the socio economic gains that we have made over
the years. Women are more affected than men. This high prevalence
of HIV/AIDS among women continues to undermine efforts towards the
realisation of our commitments to the Beijing Declaration and Platform
for Action. In response, Botswana has put in place effective strategies
to combat HIV/AIDS, these include among others, provision of medication
to prevent the transmission of the AIDS virus from mother to child;
the provision of anti-retroviral drugs for free, but most importantly,
we emphasise on education as an instrument of prevention.
Botswana continues to work hard to eliminate all
forms of violence against women. In addition to legislative measures,
intensive advocacy campaigns have been mounted throughout the country
to educate both men and women about the need to obliterate the scourge
of violence against women from our nation. Botswana looks forward
to the report of the ongoing in-depth study on all forms of violence
against women with considerable anticipation. We hope the study
will serve to inform our collective endeavour to effectively address
the pervasive problem of violence against women and the girl child...
Cambodia
H.E. Mrs. Ing Kantha Phavi, Minister for Women and Veteran Affairs
...Violence against women and trafficking of women and children
is growing in significance as our region consists of sending, transit,
and receiving countries. The Ministry of Women's Affairs was responsible
for drafting a Law against Domestic Violence but it was still being
discussed in the National Assembly when the election was called
in 2003. When it is passed, there will be a number of associated
activities including implementing a Prevention Plan and the training
of counselors to provide professional help to victims. There are
a number of programmes involving Cambodia and the countries of the
Mekong region focused on preventing of trafficking and MoWA is deeply
involved with these programmes, as well as the development and implementation
of Memorandum of Understanding with countries in the region...
Cape Verde

..Au delà de la consolidation des acquis au niveau du cadre
législatif et dans les domaines de l'éducation et
de la santé, nous avons entre-temps des défis majeurs
et des contraintes à relever et qui ont trait notamment:
…à la faible participation des femmes aux postes de
décision en general et au niveau des instances politiques
en particulier; à la persistance de la violence basée
sur le genre et qui touche surtout les femmes et les jeunes filles...
Chad
Mrs. Adoum Oyal, Secretary-General of Ministry of Social Action
and Family
…De cequi précède, nousrelevons ici quelques
domaines critiques:
…Femmes, Conflits, Securite et Paix: La sécurité
et la paix restent un leitmotiv pour le gouvernement du Tchad. Leur
absence affecte beaucoup plus le statut de la femme et de l'enfant.
C'est pourquoi, le gouvernement du Tchad, sous la houlette de son
Président, Son Excellence Idriss DEBY, n'a ménagé
aucun effort, avec ses pairs africains, pour que la paix revienne
au Soudan voisin et que la population du Darfour, réfugiée
au Tchad, puisse retrouver sa quiétude.
De même, compte tenu des conditions de vulnérabilité
des femmes migrantes et qu'aucune considération ne soit accordée
à leur statut, le gouvernement du Tchad interpelle la communauté
internationale pour qu'un regard favorable soit porté sur
cette catégorie de population.
Pouvoir Decisonnel Des Femmes: Le gouvernement du Tchad poursuit
ses efforts de promotion de la femme, en nommant des femmes à
des postes de prise de décision et en favorisant leur élection
au parlement.
Colombia
Ms. Martha Lucia Vosquez Zawodzky, Presidential Adviser on Gender
Equality
...La voluntad política para institucionalizar y elevar a
política de Estado la equidad de género y la potenciación
de la mujer ha sido ratificada a través de mecanismos tales
como:
• El Acuerdo Nacional por la Equidad entre Mujeres y Hombres
suscrito el 14 de octubre de 2003 en presencia del Presidente de
la República por todas las autoridades de las ramas del poder
público (Gobierno, Congreso, Justicia), órganos de
control, sector privado y sector académico.
• Numerosas leyes en favor de la mujer y la equidad de género:
Entre las más recientes se destacan: Ley de Cuotas, Ley de
Mujer Rural, Ley de Igualdad de Oportunidades, la Ley que aprobó
el Plan Nacional de Desarrollo donde se incluye el mandato de adelantar
una política en favor de la mujer y un proceso para integrar
la dimensión de género de manera transversal, y la
ratificación de importantes instrumentos internacionales.
Se encuentra en curso el proyecto de ley para ratificar el protocolo
facultativo de la CEDAW.
• Políticas Públicas que integran
la perspectiva de Género: Política de Reactivación
Social, Política de Salud y de Salud Sexual y Reproductiva
y Política "Mujeres Constructoras de Paz y Desarrollo".
Estas políticas están contribuyendo de manera importante
a lograr la igualdad real entre mujeres y hombres como lo demuestran
los resultados alcanzados cuando se presentan desagregados por sexo.
• Política "Mujeres Constructoras
de Paz y Desarrollo". Prioriza cuatro áreas de intervención:
Empleo y Desarrollo Empresarial, Participación Política,
Violencia contra la Mujer y Fortalecimiento Institucional. En. cada
una de ellas impulsa y coordina programas y estrategias dirigidas
a procurar la generación de ingresos y de empleo de las mujeres,
el fortalecimiento de sus microempresas , a partir de lineas de
microcrédito, capacitación en temas empresariales
y creación de espacios para la comercialización de
sus productos; así mismo promueven la participación
política y la prevención de la violencia contra la
mujer.
• Compromiso con la protección de los
Derechos Humanos: La sociedad colombiana ha soportado por más
de cuatro décadas una violencia exacerbada que ha afectado
la vida de mujeres y hombres. El propósito del actual gobierno
es el defender y preservar la gobernabilidad democrática
fortaleciendo el Estado de Derecho y restableciendo el imperio de
la ley en todo el territorio; para ello adelanta la política
de Seguridad Democrática en el marco del compromiso con los
DDHH y el DIH, cuyos resultados benefician tanto a colombianos como
a colombianas: En el 2004 disminuyó con respecto al 2003
el número de homicidios en un 15%; la tasa de secuestros
en un 35%; el número de personas desplazadas en un 37% y
se logró la presencia de la fuerza pública en el 100%
de los municipios.
La Consejeria Presidencial para la Equidad de la
Mujer (CPEM) y el Ministerio de Relaciones Exteriores conformaron
la mesa de Mujer, Paz y Seguridad que ha realizado el análisis
y difusión de la Resolución 1325 del Consejo de Seguridad
y el Informe del país sobre la implementaron de la misma;
ha capacitado a un grupo de mujeres de diferentes regiones en la
prevención y resolución de conflictos. Así
pues, Colombia puede mostrar leyes, compromiso político,
acciones concretas y resultados; sin embargo, persisten la violencia
y las discriminaciones contra la mujer que representan graves limitaciones
para un mejoramiento de sus condiciones de vida y para una mayor
y efectiva participación social y política.

Cote d’Ivoire

Au titre des acquis, la Côte d'Ivoire peut
se féliciter d'avoir pu accéder à des résultats
satisfaisants, à savoir:
…L'adoption de lois pour réprimer les violences faites
aux femmes et aux filles, notamment les mutilations génitales
féminines, les unions précoces ou forcées et
le harcèlement sexuel; … La vulgarisation de centres
d'écoutes dans les communes pour sensibiliser contre toutes
les formes de violences faites aux femmes et aux enfants;
La délégation ivoirienne est consciente que malgré
les efforts déployés, beaucoup reste à faire
en raison de nombreuses contraintes, principalement la crise que
vit le Pays depuis le 19 Septembre 2002.
Cette crise a freiné de nombreuses initiatives et opportunités
en matière de lutte contre la féminisation de la pauvreté,
les violences sexuelles et le VIH/SIDA.
Pour leur part, les femmes ivoiriennes qui se sont fermement appropriées
la Résolution 1325 du Conseil de Sécurité de
l'ONU sur l'implication des femmes dans la résolution des
conflits et qui ont payé un lourd tribut au cours de cette
guerre fratricide, sont déterminées à prendre
la place qui leur revient afin de réussir à restaurer
définitivement la paix dans leur pays...
Cuba
Ms. Yolanda Ferrer, Member of Parliament
Since the very first Conference in Mexico up to the moment we speak,
an atmosphere of greater knowledge and understanding has been created
on the causes and effects of social inequality and women's discrimination;
gender issues, including sexual and reproductive rights have been
submitted to the public agendas of governments, political parties,
social movements and a legal framework has been constituted in many
countries, with the creation of mechanisms, plans and programmes
that favor a greater prominence and advancement of women.
Nevertheless, within the current and unjust economic order, the
situation of women has been aggravated on account of the disastrous
effects of the neoliberal policies imposed by the major centers
of economic, political and military power.
It may be affirmed today that not only the feminization of poverty
prevails, but the feminization of social exclusion. The negative
consequences of structural adjustment programmes, transnational
investments and privatizations, the weakening of the State's role,
sovereignty and independence restrictions, mediatic and cultural
penetration, among other factors have tragically fallen on women.
Mankind observes with concern the most enormous social contrasts
and the most irrational genocidal acts, wars, extreme expressions
of terrorism in all its forms and manifestations which have seriously
jeopardized the mere existence of the planet and its inhabitants:
death of women, girls and boys, the elderly, innocent victims and
savage tortures to human beings. How many offended women! How much
devastation and many ruins, traditions and cultures walked all over!
The overbearing and threatening danger that war expands to the so-called
"dark corners of the planets", adds up to this.
Cuban women have followed in the last decade an upward path of economic,
political, cultural and social participation.
Women constitute 35.4% of Cuban leaders. In the
Cuban Parliament, 35.9% of its representatives are women.
All this progress undoubtedly has been achieved
despite the consequences of the unjust and unilateral economic,
commercial and financial blockade that the US government has imposed
on my country for more than 45 years; despite the implementation
of extraterritorial and murderous acts, terrorist threats and aggressions
and the adoption of new interfering measures, all this under the
purpose of terminating and destroying a free, sovereign, democratic
country, only on account of having an independent economic, political
and social development path...
Denmark *

Violence against women constitutes one of the most serious human
rights violations of our time – both in times of peace and
during armed conflicts.
Worldwide - one in four women will be exposed to domestic violence
during their lifetime. This is outrageous and totally unacceptable
by all moral and ethical standards. Zero tolerance towards domestic
violence must be ensured. We have only begun to understand the full
human and financial costs of violence to individual victims, families,
communities and countries.
It is the responsibility of states to protect all their citizens
from violence. A holistic approach must be applied with strong resolve.
It must include legal measures, law enforcement, information and
education in order to move the issue from the private to the public
sphere, thereby avoiding stigma and taboo. It must address and include
the victims, the perpetrators, women and men, the young and the
old, civil society, the private sector and the media.
To eliminate violence against women during armed conflict also demands
strong political resolve. It is the responsibility of the United
Nations, its member states, regional organisations and all other
relevant actors to respond by implementing Security Council Resolution
1325 on Women, Peace and Security.
Equal rights and the elimination of violence against women are essential
elements of the Beijing framework and of immense importance to achieving
sustainable development, peace and security.
The 2005 Summit will focus on development and security. Development
cannot be achieved without security. Security cannot be achieved
without development. Therefore, this session must send a clear and
unmistakeable political signal to the 2005 Summit. A strong call
to fully integrate into the 2005 Summit and its outcome document
both equal rights and the elimination of violence against women.
By doing so, we will provide important and substantial value added
to the global strives for sustainable development, for the achievement
of the Millennium Development Goals and for the attainment of peace
and security globally...
El Salvador

...Al respecto, cabe señalar que hemos elevado el peso politico
de la autoridad nacional, representada en el instituto salvadoreño
para el desarrollo de la mujer, mediante la participacion de los
tres organos del Estado, al mas alto nivel. A nivel regional, se
inscribe como miembro del consejo de ministras y mecanismos de la
mujer de Centroamerica.
En El Salvador, en el año 2004, se eligió a la primera
mujer vicepresidenta de la República, y se incrementó
al 28% la tasa de participacion de las mujeres en el organo ejecutivo.
Se ha fortalecido la coordinacion interinstitucional, mediante la
oficializacion de convenios y la conformacion de redes locales para
la atencion y prevencion de la violencia intrafamiliar; Se impulsan
nuevas metodologías de sensibilización sobre la violencia
intrafamiliar, a fin de fortalecer el ámbito local mediante
el desarrollo de ferias preventivas. Estas llegan a cada municipio
del país. Tienen por objetivo contribuir a la construcción
de condiciones de igualdad entre mujeres, hombres, niñas,
niños y adolescentes.
Asi mismo se ha propiciado la creacion de la comision
juridica para la revision de la normativa legal, a fin de proponer
reformas que promuevan la equidad e igualdad entre los géneros.
En este contexto, cabe. Señalar que se ha renovado el consenso
y la unidad de accion, gracias, entre otros, a la apropiacion de
las metas del milenio como metas nacionales; la formacion, capacitacion
y asistencia técnica, para actores gubernamentales y no-gubernamentales,
asi como la formulacion e implementación del plan nacional
para la atención y prevención de la violencia intrafamiliar.
Como representantes de gobierno y como mujeres hemos
de ampliar aun más los espacios y el acceso a la toma de
decisiones.
En El Salvador, en el año 2004, se eligió
a la primera mujer vicepresidenta de la República, y se incrementó
al 28% la tasa de participacion de las mujeres en el organo ejecutivo.
La revisión y actualización de la
política nacional de la mujer renueva instrumentos para propiciar
su desarrollo integral permitiendole tener participacion productiva.
Ha propiciado igualmente ampliar su proteccion jurídica y
promover su ciudadania.
El gobierno de El Salvador reconoce y valora el
importante papel de las mujeres migrantes. Considera asimismo importante
su aporte a la economia familiar y a la transmision de nuevos valores
a traves de sus descendientes. La mujer migrante construye de esta
manera, un novedoso patrimonio familiar el cual contribuye a impulsar
programas de desarrollo en sus comunidades de origen. Constituye
una prioridad gubernametal el encontrar nuevas formas para apoyar
el mejoramiento de sus condiciones de vida.
En El Salvador, donde la mujer ha sido la artífice por excelencia
durante nuestro proceso de consolidación de paz, ha surgido
una nueva esperaza al esuchar el compromiso político del
presidente elias antonio saca, quien afirmo al asumir su mandato:
"las mujeres ya no estaran solas"...
Fiji
H.E. Honourable Adi Asenaca Caucau, Minister for Women, Social Welfare
and Poverty Alleviation
...The Government of the Republic of the Fiji Islands
welcomes the draft declaration issued at this forty-ninth session
and re-affirms her commitment to fully implement the Beijing Declaration
and the Platform for Action (BPFA) and the outcome document of the
twenty-third special session of the General Assembly. In doing so,
we wish to note the important linkages to our commitment to the
2000 Millennium Declaration and the attainment of the MDGs and the
2002 Johannesburg Plan on Sustainable Development.
There have been improvements and progress in legislation. These
include:
• The 1997 Fiji Islands constitution which provides in its
human rights provisions for non- discrimination on the grounds of
gender.
• Fiji has established a human rights commission under the
Human Rights Act 1999.
• Fiji has received positive feedback on its first report
on CEDAW and implementation is continuing.
• A review of the National Security and defence has been undertaken
and the establishment of a national security framework in line with
UN Security Council Resolution (UNSCR) 1325. We call for the protection
of women and children in conflict situations and from the use of
rape and sexual abuse as a strategy of war, protection of women's
human rights defenders, and cease the recruitment of child soldiers.
• Increased collaboration with NGOs in the provision of legal
literacy training for women has been an important aspect of assisting
women understanding their human rights and their protection in law.
Mainstreaming gender perspectives and concerns in
the planning process has been partially achieved through the engendering
of policy documents and project appraisals. Gender audits have been
conducted in two line ministries to date: the Ministry of Agriculture
(Food Security Policy) and the Ministry of Health (HIV/AIDS Policy).
The mechanisms set up to implement the WPA included a National Women's
Advisory Council, an Inter-Ministerial Committee on Women, Gender
Focal Points in government ministries, and five taskforces consisting
of very senior in government officials, with representatives from
the private sector and civil society.
There has been a reasonable increase in the number
of women represented on Government Boards and committees. Currently,
women comprise 22.8% of these bodies. At present, there are only
six women in the 71 member Parliament. Of the five women in government,
two are cabinet ministers and three are Assistant Ministers. The
other female is from the opposition.
At a recent consultation held in November 2004 by UNIFEM, National
Council of Women and NGOs a review of the Women in Politics project
review resulted in another project the WISDM project — Women
in Shared Decision Making. One of the specific tasks now being carried
out to accelerate the achievement of gender parity and equal representation
in decision making at all levels is research into a specific law
on gender equality.
Violence against women is still largely viewed as
a domestic issue to be resolved by the family. However, due to the
increased efforts by NGOs in awareness raising and training of law
enforcement agencies and the judiciary, this view is rapidly changing.
In 1995 the Fiji Police adopted a "No Drop Policy" on
all reported cases of domestic violence. The result of this policy
meant that all reported cases of violence against women are investigated
and charges laid. In May of the same year, a sexual offences unit
was established in the Police Department handling specific cases
of sexual assaults and abuse and also making referrals for counselling.
Recently, the Fiji Women's Crisis Centre has been targeting the
disciplined forces including the Fiji Police and the Fiji Military
Forces through its male advocacy programme. The Government will
continue to work in this area and we urge the United Nations to
extend its work in this area to more countries in the pacific region.
The recruitment of men for peacekeeping and security
assignments elsewhere has a social impact on women and families.
Fiji has undergone political upheaval and the present government
places great importance to peace and security. As an initiative
of the Prime Minister, Cabinet declared 2004 the national year of
prayer and 2005 the year of forgiveness in government's quest to
achieve peace and security for its people...
Finland
H.E. Ms. Sinikka Monkare, Minister of Social Affairs and Health
Finland has a long history of women's political participation. Almost
a hundred years ago, in 1906, Finland was the first country in the
world to give women full political rights. Today we have a female
President, and women's proportion of the members of parliament is
38 per cent.
During the coming two weeks, we have the opportunity
to recommit ourselves to the goals and objectives set in Beijing.
This is also crucial in view of the review of the Millennium Declaration
next September, since the MDGs cannot be achieved without the full
implementation of the Beijing Platform for Action and the CEDAW
Convention...

For, in France, we are relentlessly fighting violence
against women with the 'l'en measures for women's autonomy', a program
that I recently presented. We condemn sexual violence used as weapons
of war and the economic violence of human trafficking.
It is urgent: ten years have gone by, with progress
made, no doubt, but how much more violence whether been exposed
or stifled, how many still suffer from discrimination! How can we
overlook the fact that gender inequality is one of the structural
factors of underdevelopment? Fighting for gender equality means
pushing back poverty, overcoming discrimination and violence and
working for social, human and economic sustainable development that
is fair and a factor contributing to progress, peace and democracy...
Gabon

…Le Gouvernement a, par ailleurs, entrepris plusieurs campagnes
de sensibilisation contre toutes les formes de violence à
l égard de la femme, l objectif majeur étant de susciter
une conscience respectueuse de l image de la femme.
…En ce qui concerne la promotion de l'égalité
entre les sexes, le Président de la République gabonaise,
Son Excellence El Hadj OMAR BONGO ONDIMBA a instruit le Gouvernement
de tenir 4 compte de la dimension genre dans la désignation
des agents de l' Etat à des postes de responsabilité.
C'est en application de cette directive que le Gouvernement a récemment
nommé au moins cinq femmes dans chaque Cabinet ministériel.
Gambia
H.E. Mrs. Isatou Njie-Saidy, Vice President of the Republic
...Women are now playing key roles in politics and
decision making at the national and local levels. The Vice-President
and a number of Secretaries of State in key Departments are women.
The number of women who have held ministerial portfolios as well
as other key positions has increased appreciably. The growth in
the representation of women in the legislature is an indication
of the heightened gender sensitivity of the people, and the Government
's resolve to ensure that women participate more actively in political
and legislative activities. Of particular significance has been
the creation of a Department of State For Women's Affairs under
the Office of the Vice President; the gender focal points network
in all the Departments of State, a cabinet sub-committee on gender,
and the formulation of the national policy for the advancement of
women and girls.
After four World conferences on women, we are here
to review progress made in the implementation of the Beijing Platform
for Action. It is fair to acknowledge that the responses throughout
the world have been positive as Governments have made conscious
efforts to advance the goal of gender equality, equity and women's
empowerment through education, legislation and higher levels of
political representation.
Commendable as the effort has been, we must acknowledge
that the ideal has yet to be achieved. Much more needs to be done
to attain full empowerment and protection of women against poverty,
ignorance and want; exposure to diseases such as HIV/AIDS; domestic
and other forms of gender-based violence; discriminatory legislation
and unhelpful socio-cultural practices; and unequal opportunity
with men in society...

gracias at decidido apoyo del movimiento de mujeres, el Congreso
Nacional de Honduras aprobo una cuota minima de 30% para la participacion
politica de las mujeres. Hace pocos dias se celebraron democraticamente
en Honduras las elecciones primarias y por primers vez, dentro de
los y las candidatas a puestos de eleccion popular, participo un

Iceland

...Women's rights are affected by different factors
in different parts of the world, as Secretary General Kofi Annan
so cleverly underlined in his opening speech here yesterday. In
countries that have been affected by armed conflict, women's rights
need special attention. Armed conflict brings poverty and increases
health problems while also destroying care infrastructures. In post
conflict situations human rights of the most vulnerable, in these
circumstances, women and girls, are often given low priority. We
all have our responsibilities when it comes to trafficking in women.
We can not just point at others, we must all be aware and take responsibility.
And we must be aware of the importance of equal access to primary
education, to property rights and employment.
My government underlines that UN goals will not
be reached unless gender equality strategies are incorporated into
our work both at the global level and the national level...
Ireland
H.E. Mr. Frank Fahey T.D., Minister for Equality issues
Complementary work/life balance options are being supported through
the social partner structures. Increasing gender balance in decision
making is being driven by gender targets in State Boards and at
management levels in the public service. We have also made some
degree of progress in relation to increasing women's participation
in the area of political decision-making, though it is acknowledged
that a lot more needs to be done if the historical deficits in this
area are to be overcome.
Ireland's development co-operation programme prioritises
the promotion of gender equality in its own right and as an integral
part of Ireland's commitment to poverty reduction and in the treatment
and prevention of HIV/AIDS. An emphasis is placed on the importance
of dialogue and partnership with developing country governments
and non governmental organisations based on an analysis of the economic
and political realities facing women and men. In the fight against
HIV/AIDS Ireland adopts a multi-faceted approach which includes
funding for sexual and reproductive health information, services
and research...

Feminism is one of the most profound revolutions in history. It
advances and is advanced by freedom, democracy and peace. All humanity
benefits from feminism. That is what this session of the Commission
is all about. That is what we will promote...
Italy
H.E. Ms. Stefania Prestigiacomo, Minister for Equal Opportunity
In 1995 the women of the world asked their Governments
to make women's issues and equal opportunity targets in every area
a primary objective in the drafting of national and international
policies.
On the basis of that platform and of those demands for a profound
renewal in the approach to these issues, a new political figure
has emerged in some countries, including Italy, to take the lead
role for this new commitment: I refer to the position of minister
for equal opportunities.
In our society, although women play a larger and more prominent
role, the "glass ceiling" has remained intact, restraining
women participation in local and national elective offices.
This is why, the Italian government modified the Constitution including
the principle of equal opportunities in access to elective assemblies
this will be implemented through the introduction of a quota system.
But Italy and Europe have equally important mission
in the international community for two reasons: because it is up
to the richer countries to make a concrete contribution to the developing
countries; and because wherever the rights of women are stronger
and more widespread, there is a greater chance of influencing international
policy.

The Consultative Committee supports the leading
role of UNIFEM in protecting and advancing the rights and empowerment
of women. UNIFEM's programme addresses critical gaps in our follow-up
to the Beijing Platform for Action and the Millennium Declaration.
UNIFEM contributes to building capacity at country level and through
UN Country Teams to pursuing key commitments, ranging from translating
Security Council Resolution 1325 into practice, to strengthening
accountability by encouraging Gender Responsive Budgeting, to addressing
feminized poverty, to advocating for women's participation in democratic
governance and to ending violence against women.
In my country, Jordan, like other countries of the
region, major global and regional events have affected our lives
during the past five years. However, this did not weaken our commitment
and resolve to continue our work on implementing the Beijing Platform
for Action. Reinforced by the high level of political will expressed
by His Majesty King Abdullah II, there have been major breakthroughs
in so far as legal amendments are concerned, and in establishing
a system of reserved seats for women's representation in parliament.
The headway we have made in gender mainstreaming has been recognized,
prompting a commitment from the government to mainstream gender
perspectives into all future national developments plans, as well
as all government institutions.
UNIFEM contributes to building capacity at country
level and through UN Country Teams to pursuing key commitments,
ranging from translating Security Council Resolution 1325 into practice,
to strengthening accountability by encouraging Gender Responsive

des methodes preventives pour lutter contre la violence fondee sur

Plus concretement, les Etats membres de l'Union europeenne ont convenu

Malawi
H.E. The Honourable Joyce Banda, M.P, Minister of Gender, Child
Welfare and Community Services
...In recognition of the critical role of Women in Power and Decision
making Positions, Malawi has created a conducive policy and institutional
framework for enhancing women's participation. Malawi has a woman
Inspector General of Police for the first time, the Malawi police
service and the Malawi army have made great strides in placing women
in decision-making position. In addition, parliament has 13% women,
an increase from 8.5% in 1999.
The elimination of violence against women is an essential element
of the Beijing framework and of immense importance to achieving
sustainable development, peace and security. Malawi is committed
to addressing gender- based violence as a priority. A network against
gender-based violence is now in place with men as active partners.
Police victim support units have been created in all districts.
A proposed domestic Violence bill has been developed to increase
appreciation of evils of gender based violence among the general
public and increased demand for better services to address incidences
of gender-based violence at all levels...
Mexico
H.E. Mrs. Patricia Espinosa, President of the National Women Institute
Concerning the handling of the cases of women murdered
in Ciudad Juarez, the Federal Government has taken a number of actions
since 2000 through different agencies and has coordinated the actions
of the various Government departments. In 2003, a special prosecutor
was appointed to handle and investigate these cases with a view
to their prosecution and administration of justice, and the Programme
of Action of the Federal Government to Prevent and Combat Violence
against Women in Ciudad Juarez, which incorporates the recommendations
of competent national and international human rights organizations,
such as the Inter-American Commission on Human Rights (CIDH) and
the National Human Rights Commission (CNDH).
At the national level, we have the national programme "For
a Life without Violence", which is a key instrument in the
design of programmes and campaigns for the prevention of violence.
The mechanism that makes the programme operational is the Institutional
Bureau for the Coordination of Actions to Prevent and Handle Domestic
Violence and Violence against Women. We have a free 24-hour telephone
Life without Violence hotline, which is available every day of the
year (in 2004, some 11,396 calls were received), and a national
network of shelters for women consisting of 34 shelters in 24 states.
In order to develop adequate policies and programmes
for combating violence against women, we apply the National Survey
on the Dynamic of Household Relations carried out in 2003 by INMUJERES
in collaboration with the National Institute of Statistics, Geography
and Data Processing (INEGI) and UNIFEM. The Survey revealed the
reality of the frequency and scale of violence within households
and is today the objective basis for developing solutions and assigning
responsibilities and interinstitutional actions in collaboration
with civil society organizations...
Morocco

...To give an operational dimension to this reform drive, a number
of our national legislative texts have been revised to meet the
legitimate aspirations of the men and women of Morocco and to make
them compatible and consistent with the international agreements
and conventions ratified by our country. These reforms were carried
out within the framework of a broad nationwide debate in which took
part all the segments of the society, in full respect of our civilzational
values and of the provisions of the Kingdom's constitution. This
has made it possible to ensure national mobilisation and consensus
around these reforms at the time of their formulation and implementation.
It is my pleasure to inform you also that Morocco
is in the process of lifting many of its reservations on some articles
of the CEDAW. A Ministerial Commission under the Chairmanship of
the Prime Minister is now considering the procedures to this end.
The government sector in charge of women's issues,
represented by the Secretariat of State in charge of Family, has
also developed a number of programmes and created mechanisms entrusted
with the task of sensitising decision makers about the importance
of taking into consideration the real and strategic needs of women
in all the national and regional development plans, formulated and
implemented in partnership and in close co-operation with various
government bodies, relevant stakeholders, national women's associations
and UN Funds and Programmes. Some of these actions are as follows:
- The institutionalization of gender and development focal points
which are entrusted with the task of integrating a gender approach
into the sectoral and regional development programmes and plans...
- The launching of the implementation of the national strategy for
the elimination of all forms of violence against women by establishing
an implementation plan for this strategy...
On the economic, social and political levels, and in co-operation
with civil society and political parties, the Government has adopted
a number of programmes aiming, inter alia, at:
- Adopting a quota system for elections. This has made it possible
to increase the representation of women within Morocco's democratic
institutions and allowed 35 women to become members of Parliament
during the recent parliamentary elections. It has also encouraged
women to join political parties most of which have instituted a
quota system for women within their organs, and boosted the numbers
of women in key positions within political parties;

trabajando en la articulación de las políticas dirigidas
a superar la pobreza de las mujeres y a prevenir la violencia hacia

conceptualmente la vinculación de la violencia con la pobreza,
falta integrar aún más las medidas destinadas a prevenir
la violencia y atender a las víctimas en los programas contra
la pobreza dirigidos a mujeres.
Nicaragua cuenta con un Programa Nacional de Prevención y
Atención de la Violencia basada en género, que es
un avance sustantivo resultado del Plan Nacional para la prevención
de la violencia intrafamiliar y sexual (2001- 2006) producto del
acuerdo y convergencia de un amplio abanico de instituciones y agentes
sociales y que, desde esta perspectiva constituye un logro inestimable.
El Gobierno está comprometido en forjar una verdadera conciencia
de la dignificación plena de las mujeres nicaragüenses
en las funciones políticas, económicas, sociales y
familiares...
Niger

…Au plan institutionnel:
• L'on peut noter, entre autres, la création en 2000
d'un Observatoire National pour la Promotion de la Femme (ONPF)
auprès du Ministère en charge de la Promotion de la
femme;
• La nomination de conseillères en genre à la
Présidence de la République et au cabinet du Premier
Ministre; - La mise en place des points focaux genre au niveau des
institutions étatiques, des sociétés d'état
et offices.
…Dans le cadre de la lutte contre les violences faites aux
femmes, le Gouvernement a procédé en 2003 à
la réforme du code pénal pour render punissables le
crime et le délit d'esclavage, les mutilations génitales
féminines et le harcèlement sexuel.
Sur le plan politique; en 2000, une loi instituant un système
de quota dans les fonctions électives (10% minimum), au Gouvernement
et dans l'Administration de l'Etat (25% au moins) a été
votée par l'Assemblée Nationale. Ce quota concerne
l'un ou l'autre sexe.
L'application de cette loi a permis d'enregistrer les résultats
suivants lors des dernières élections: Élections
locales : 661 conseillères sur 3747 sièges soit 17
% ; Elections législatives : 14 Femmes députés
sur 113 parlementaires, soit 13%.
Suite aux dernières nominations au Gouvernement, six [6]
femmes ont été nommées sur 26 ministres, soit
24,5%.
On constate donc une nette amélioration par rapport à
la legislature passée (une femme sur 83 députés)
et quatre (4) femmes sur vingt huit (28) ministres.
Sur le plan administratif : les femmes occupent des postes de haut
niveau tels que la Présidence du Conseil Supérieur
de la Communication, d'Ambassadrices, de Directrices générales
de Sociétés et offices, la Viceprésidence de
la Cour Suprême etc...
Norway

Although most women in Norway enjoy equal rights
to an increasing extent, we need to address the issues of inter-sectionality
and multiple discrimination. Disabled people, lesbians and ethnic
minorities are vulnerable to multiple forms of discrimination and
to violence. We are updating our gender equality policy to take
account of discrimination based on the intersection of gender and
other axes of discrimination.
Since the adoption of the Beijing Declaration and Platform for Action
there has been more emphasis on women's role in relation to conflict.
It is five years since the Security Council adopted resolution 1325
on women, peace and security. Are we making full use of this instrument?
There has been some progress but not nearly enough. It is time to
evaluate how the resolution is being implemented.
Women's equal and active participation is vital
for democracy and peace. Norway promotes and safeguards the full
participation of women in conflict resolution and peace-building.
Recently Norway hosted a conference where women from a wide range
of organisations and districts in Southern Sudan could voice their
priorities for sustainable peace in their country. Norway will continue
to give priority to initiatives that makes women's voices and demands
heard. Women cannot and should not be excluded when decisions involving
their future is being made.
Women's participation is also essential in the fight
against poverty and efforts to ensure sustainable development. The
Millennium Development Goals cannot be achieved without confronting
gender inequality.
The Beijing Platform for Action and the Convention
on the Elimination of All Forms of Discrimination against Women
(CEDAW) must be the touchstone of our efforts to realise the Millennium
Development Goals. By using these instruments as a basis for understanding
and addressing the gender equality dimensions of the MDGs, we can
greatly improve the effectiveness of our development efforts...

réalisation des Objectifs du Millénaire pour le développement.
Panama

...Con la aprobación de la Plataforma de
Acción de Beijing se generaron iniciativas con demandas altamente
sensitivas por las organizaciones de mujeres, que fueron enfocadas
con mayor preocupación por el Estado de Panamá. Estas
necesidades prioritarias guardan relación con las áreas
de especial interés: mayor participación política
y ejercicio del poder, reconocimiento de los derechos humanos como
marco legal propicio para el cumplimiento de la Convención
sobre la eliminación de todas las formas de discriminación
contra la
Mujer, ratificada por Panamá desde 1981 y la creación
de órganos especializados de políticas públicas
para las mujeres, relacionado con el área de los mecanismos
institucionales.
Desde el punto de vista legal e institucional Panamá
ha logrado grandes avances en estos
últimos 10 años:
• la ratificación del Protocolo Facultativo de la Convención
sobre la Eliminación de todas las Formas de Discriminación
contra la Mujer (CEDAW);
• la aprobación de la Ley No. 4 de 1999 de Igualdad
de Oportunidades para las Mujeres y su reglamentación;
• la creación del Ministerio de la Juventud, la Mujer,
la Niñez y la Familia órgano rector de las políticas
de igualdad y equidad de género, y la Dirección Nacional
de la Mujer que tiene que velar por su implementación;
• la instalación del Consejo Nacional de la Mujer,
órgano paritario con la sociedad civil que tiene el rol de
asesorar y monitorear estas políticas públicas;
• se impulsó la Red de Mecanismos Gubernamentales para
la Igualdad de Oportunidades para las Mujeres;
• el Sistema Nacional de Formación en Género
para capacitar al sector público;
• el Segundo Plan de Igualdad de Oportunidades para las Mujeres
(PIOM II 2002- 2006)
• el Sistema de Indicadores con Enfoque de Género (SIEGPA)
• y el Plan Nacional contra la violencia Doméstica
y Políticas de Convivencia Ciudadana.
Frente a los avances plasmados, reconocemos que
aún nos hace falta promover cambios profundos para la incorporación
efectiva y concreta de la dimensión de género en el
quehacer, fundamentos y estrategias de las políticas públicas
sectoriales.
Con el propósito de contribuir a que se cumplan
los acuerdos suscritos en los Objetivos de la Plataforma de Acción
Beijing/95 y en los Objetivos del Milenio, el Gobierno Nacional
que preside, mi esposo, Su Excelencia Martín Torrijos Espino,
se ha propuesto de forma decidida implementar los cambios necesarios
para eliminar la discriminación y violencia de género
dirigida hacia las mujeres...
Peru
Señora Russela Zapata Zapata, Vice Ministra de la Mujer
...La creación del Ministerio de Promoción
de la Mujer y el Desarrollo Humano (PROMUDEH), posteriormente denominado
Ministerio de la Mujer y Desarrollo Social, como ente rector de
las políticas para reducir la pobreza, la inequidad y la
exclusión, es muestra del compromiso del Perú con
la Declaración de Beijing y la Plataforma de acción.
Otra importante iniciativa, es el Acuerdo Nacional, documento que
ha establecido de manera consensual y participativa treinta políticas
de Estado de largo plazo, entre las que figura las Políticas
Décima y Décimo Primera para la reducción de
la pobreza y la promoción de la igualdad de oportunidades
sin discriminación, en cuyo ámbito se enmarcan las
orientaciones políticas para promover la equidad de género.
El VIH/SIDA todavía es un gran problema de
salud pública: El Perú reconoce la vulnerabilidad
de las mujeres y niñas frente a esta Pandemia y viene realizando
grandes esfuerzos para alcanzar una reducción en los precios
de los medicamentos a efectos de mejorar la calidad de vida y el
acceso a los mismo por parte de las personas que viven con dicha
enfermedad. El Perú enfoca el problema del VIH/SIDA desde
una perspectiva integral, con pleno respeto a los derechos de todas
las personas.
Respecto a la violencia contra la mujer. El Perú esta comprometido
con la cruzada nacional de tolerancia cero contra todo tipo de violencia
hacia la mujer. El Gobierno creó en el 2001 el Programa Nacional
contra la Violencia Familiar y Sexual a cargo del Ministerio de
la Mujer, que ha establecido 42 Centros de Emergencia Mujer y promovido
20 casas refugio en todo el país, para la atención
integral de las víctimas de la violencia familiar y sexual.
Asimismo, está en ejecución el Plan Nacional contra
la violencia hacia la mujer 2002-2007.
En materia de participación social y política,
el Peru ha realizado avances en la legislación nacional,
en las elecciones parlamentarias y de gobiernos regionales y Municipales
y en la ley de Partidos Políticos, promulgada en noviembre
del 2003, que contempla una cuota del 30% de mujeres en las listas
de candidatos para asegurar su presencia en los cargos directivos
y en las decisiones de estas instituciones. De igual manera se puede
mencionar a la ley de Bases de la Descentralización y a las
Leyes Orgánicas de Gobiernos Regionales y Locales, que establecen
la inclusión y la equidad como principios rectores de su
accionar impidiendo la discriminación por razones de etnia,
religión o género y toda otra forma de discriminación.
Otro aspecto que mi país desea relevar es
el que se refiere al fenómeno de la migración abogamos
por la necesidad de promover y proteger los derechos de los migrantes
poniendo particular énfasis en la situación de las
mujeres y niñas.
El Gobierno del Perú reafirma su voluntad
para colocar los derechos de la mujer en el centro de atención
de las políticas públicas, pues constituye un elemento
medular del avance cualitativo del sistema internacional. Reconocemos
que falta aún mucho por hacer para la plena vigencia de la
equidad entre los géneros y nos comprometemos a seguir trabajando
en estrecha articulación con la sociedad civil y con el apoyo
de la cooperación internacional para hacer realidad los objetivos
de la Declaración de Beijing y la Plataforma de Acción
y coadyuvar al cumplimiento de las Metas de Desarrollo del Milenio...
Rwanda

… D'autre part après une période pilote, le
processus de « gender budgeting » a été
progressivement institutionnalisé à tous les niveaux.
…Dans le but de lutter contre la violence à l'égard
de la femme, des analyses et des enquêtes ont été
menées et révélé que des violences sont
couramment exercées à l'égard des femmes et
des filles sous des formes diverses et dans les environnements les
plus variés. A cet égard une législation réprimant
sévèrement les viols des femmes et des enfants a été
mise en place et les auteurs coupables de viol pendant le génocide
ont été classés dans la première catégorie
des crimes contre l'humanité. Pendant le génocide
d'Avril 1994, les viols et les traumatismes sexuels ont été
utilisés comme une arme de guerre et la contamination par
le VIH/SIDA était un des principaux objectifs. Madame la
Présidente, permettez-moi à cet effet de saluer et
d'exprimer la gratitude du Gouvernement et du Peuple Rwandais, à
l'action de l'Assemblée Générale des Nations
Unies contenue dans sa résolution 59/137 du 10 Décembre
2004 invitant les Fonds, Programmes et Agences des Nations Unies
à redoubler d'effort 3 pour venir en aide aux survivants
du génocide de 1994 au Rwanda, en particulier les orphelins,
les veuves et les victimes de violences sexuelles.
Le Rwanda a élaboré des politiques sectorielles et
des strategies destinées à favoriser la tolérance
et la cohabitation pacifique, la guérison des blessures causées
par le génocide ainsi qu'à débarrasser les
esprits des sentiments de conflit et de ressentiment. Sur le plan
institutionnel, la promotion des formes non violentes de règlement
des conflits et la réduction des violations des droits fondamentaux
dans les situations de Conflit ont été assurés
à travers la Commission Nationale pour l'Unité et
a Réconciliation et les Juridictions « GACACA »
qui est un système de justice traditionnelle réconciliatrice
et dans lequel les femmes jouent un rôle très important
et représentent 30% des juges intègres élus
par la population dans les communautés locales.
…Depuis 1995, le Gouvernement du Rwanda a déployé
d'intenses efforts pour assurer aux femmes un accès égal
et une pleine participation aux structures du pouvoir et de prise
de décision. La Constitution de juin 2003 dispose que la
représentation des femmes aux postes de prise de décision
doit se situer à 30% au minimum et intègre dans son
préambule la Convention sur l'Elimination de toutes les formes
de Discrimination à l'égard des Femmes. C'est ainsi
que le Rwanda dispose aujourd'hui du plus grand nombre de femmes
parlementaires soit 48,8%, 35% Ministres et Secrétaires d'Etat
contre 9,5% en 1995, 41,7% juges de la Cour Suprême qui, de
plus, est présidée par une femme. De plus, deux Commissions
Nationales à forte sensibilité politique à
savoir celle l'Unité et de la Réconciliation Nationale
ainsi que celle des Juridictions GACACA sont dirigées par
des femmes.
… Sur le plan du développement des mécanismes
institutionnels, le Rwanda a mis en place depuis 1994 un Ministère
ayant en charge les questions de la sexospécificité
dont la dénomination a évolué avec la situation
et les spécificités du moment pour être aujourd'hui
le Ministère du Genre et de la Promotion Familiale. Sa mission
est d'élaborer des politiques, des programmes et des stratégies
visant la promotion socioéconomique et politique de la femme,
l'égalité des genres, la promotion de la famille et
des droits de l'enfant, de coordonner leur suivi-évaluation
et de mobiliser les ressources nécessaires à leur
effective mise en oeuvre.
Demis 1996, un Conseil National des Femmes a été créé
dont le am est de servir de cadre d'échange d'information,
de mobilisation des femmes et de plaidoyer.
Le Rwanda est un des pays ayant pu mettre en place un mécanisme
national chargé spécifiquement de faire le suivi de
la mise en oeuvre de la Plate-forme d'Action de Beijing.
Des points Focaux Genre dans toutes les structures nationales centralisées
et décentralisées ont été mises en place.
Tous ces mécanismes fonctionnent avec le budget de l'Etat
et travaillent en synergie et en harmonie avec les Organisations
des femmes de la Société Civile particulièrement
le Collectif associatif PROFEMMES TWESE HAMWE et le Forum des Femmes
Parlementaires créé à l'initiative des femmes
membres de l'Assemblée Nationale. La nouvelle Constitution
prévoit un Observatoire du Genre, sa mise en place ainsi
que celle d'une Commission Genre au sein de l'Assemblée Nationale
se trouve à un niveau avancé.
Senegal

L’ application de cette charte fondamentale

devant cette 5 assemblée que tous les Ministres de notre
Gouvernement, tous les Directeurs de Cabinet ministériel,
certains hauts cadres de l'administration, des députés
de l'Assemblée nationale et des élus des collectivités
locales ont subi des formations sur l'intégration du genre
dans les politiques et dans les budgets national et locaux.
...Enfin, le Chef de l'Etat a pris d'importantes mesures allant
dans le sens d'une meilleure représentation des femmes dans
les instances de decision politiques, économiques et sociales
du pays.
Suriname

In the same year Suriname ratified the Convention of Belem do Para,
an Inter-American Convention on the Prevention, Punishment and Removal
of Violence against Women.
In August 2001, the Government of Suriname established a commission
on gender legislation. The commission is to advise the Government
on and submit draft legislation in conformity with the spirit and
aim of the CEDAW Convention and the Inter American Convention on
the Prevention, Punishment and Eradication of Violence against Women.

in this 49th commemorative CSW Session owe it to our sisters, to
our peoples to lobby our Governments, the Developed World, the International
Financial Institutions to realize concrete implementation of the
Millennium Development Goals...
Sweden
H.E. Mr. Jens Orback, Minister for Democracy, Metropolitan Affairs,
Integration and Gender Equality, Ministry of Justice
...It is time to break the silence surrounding gender-based
violence. It is time to talk about hideous crimes committed by men
against women, such as violence against women and children in the
home, violence in the name of honour and violence connected to prostitution
or trafficking in women and girls, including in situations of armed
conflict, crises and transition. In this connection we would like
to mention that Sweden fully support the implementation of Security
Council Resolution 1325 on women, peace and security. I would like
to inform you that we are in the middle of preparing an action plan
on 1325 and it's implementation on national, EU- and UN-level.
There is a lot to do in order to change the power
structures between women and men in the world. According to the
UNFPA, 50% of the world's population is under the age of 25. That
means a great responsibility for us politicians to create a society
with equal rights for all these young women and men, and to renew
our ideas about gender equality again and again. We need to address
issues which are relevant to the new generation, about women's equal
right to participate in decision making, about sexual and reproductive
health and rights, about equal pay for equal work and all those
other question which are crucial in an equal society. They have
the right to claim efforts and commitment from our side. It is also
fundamental that we show the next generation that change is possible.
Therefore we must fulfill the goals and challenges
in the 10-year review of the Beijing Platform for Action, the mid-term
review of the Millennium Declaration and the Millennium Development
Goals, such as guaranteeing women's economic independence, women's
opportunity to enjoy human rights, women's access to sexual and
reproductive health care and services and men's responsibility in
relation to gender-based discrimination and violence.
Women need to have means to protect themselves from unwanted pregnancies
and sexually transmitted infections, in particular HIV. An essential
part of this preventive work is that everyone has access to sexuality
education as well as condoms and other contraceptives. The reality
is that the promotion of abstinence does not work. For many girls
and women this message is insufficient. Where rape and other forms
of sexual violence are widespread, abstaining is not an alternative...
Switzerland
H.E. Mr. Pascal Couchepin, Federal Councillor
Switzerland has placed the fight against violence
against women and trafficking of women and girls at the centre of
its commitment. On our initiative, 20 women foreign ministers and
government representatives met in 2004 to study the possibilities
of joint action. In the framework of the Stability Pact for South
Eastern Europe, Switzerland supports several projects to combat
human trafficking and to rehabilitate victims. In accordance with
Security Council Resolution 1325, my country supports projects and
organisations abroad which protect women in conflict situations
and promotes greater participation by women in peace processes.
Tanzania*
H.E. The Honourable Dr. Asha-Rose Migiro, Minister for Community
Development, Gender and Children
For Tanzania, the National Gender Machinery had already been established
shortly after the Nairobi Women's Conference on Equality, Peace
and Development. Therefore, after the Beijing conference the major
task was to charge the National Machinery with the implementation
of the Beijing Platform for Action and later the Outcome Document
and the Millennium Development Goals.
The Constitution which is the grund norm, has provided a solid foundation
to enable women's representation in Parliament to reach at least
30% by the end of 2005. In fact, this critical mass will be attained
by October this year when our country shall hold general elections.
The Constitution also provides that out of the ten members of Parliament
