Report prepared by: the NGO Working Group on Women, Peace and
Security, the Permanent Mission of Canada to the UN, the Permanent
Mission of Chile to the UN and the Permanent Mission of the United
Kingdom to the UN
This report is the outcome of a working roundtable held on 1 July
2004 co-sponsored by the NGO Working Group on Women, Peace and
Security (NGOWG) and the Permanent Missions to the UN of Canada,
Chile and the United Kingdom. The event, entitled Peace Support
Operations: Consolidating Progress and Closing Gaps in the Implementation
of UNSC Resolution 1325, built on recommendations developed
at the first roundtable held in January 2004. Participants included
representatives from both current and incoming Security Council
Member States, select non-Security Council Member States, UN agencies
and civil society organizations. Opening the session, H.E. Mr
Lauro L. Baja, Jr., Permanent Representative of the Republic of
Philippines to the United Nations, emphasized the integration
of gender concerns as a pillar, and not merely the icing
on the cake of all peacekeeping mandates.
Based on breakout
group discussions, the report includes a list of questions on womens
participation and a gender perspective to assist in drafting Security
Council resolutions, presidential statements and terms of reference
for Security Council Missions.

This roundtable was a follow-up to an earlier session, held in January
2004, in which participants examined ways to strengthen the Council's
work using the three P framework conflict "prevention",
the "participation" of women in peace and security, and
the "protection" of civilians. For information about the

ON SECURITY COUNCIL ROUNDTABLE: Towards
International Peace and Human Security: Advancing Prevention, Participation
and Protection in the Work of the Security Council

On 27 January 2004, the NGO Working Group on Women, Peace and Security,
the Permanent Missions to the UN of Canada, Chile and the United
Kingdom co-sponsored a UN Security Council working roundtable at
the Rockefeller Foundation, entitled Towards International
Peace and Human Security: Advancing Prevention, Participation and
Protection in the Work of the Security Council.
The roundtable brought together Council members (13 current and
5 outgoing) from senior posts including Ambassadors, as well as
representatives from select UN agencies and civil society organizations
to discuss how to strengthen the Council's work in conflict "prevention",
the "participation" of women in peace and security, and
the "protection" of civilians. This conceptual framework,
known as 'the three P's', was developed by the NGO Working Group
and used to call on the Council to better integrate five thematic
resolutions (Res. 1266 and 1296 on Protection of Civilians in Armed
Conflict; 1366 on Prevention of Armed Conflict; 1325 on Women, Peace
and Security; and 1460 on Children in Armed Conflict), in advancing
peace and human security in all its work.
In an unprecedented and highly praised format, participants sat
"elbow to elbow" as equal partners in breakout groups
citing successes, challenges and brainstorming on next steps to
advance these resolutions. The roundtable hosts are planning a follow-up
session later this year which will build on the recommendations,
focusing on women and girls, and press for sustainability and accountability
in engaging all actors.
