This paper specifically reviews the manner in which the United Nations Peacekeeping Operation (MONUC) in the Democratic Republic of Congo (DRC) addressed the burgeoning scandal surrounding allegations of sexual exploitation and abuse by United Nations personnel. The aim is to provide a summary and analysis of the activities of the Office for Addressing Sexual Exploitation and Abuse (OASEA) of the United Nations Mission in the Democratic Republic of Congo (MONUC), covering the period from 1 March 2005 to 30 October 2005, and to extrapolate lessons for existing and future peacekeeping operations, illustrated by some concrete examples.
