Key messages:

1. SDG implementation is diverting resources towards blended finance: SDG finance has become synonymous with public private partnerships (PPPs) and blended finance - this excludes other viable financing options for states, especially states from the Global South. This allocates disproportionate risk to underfunded public sector agencies.

At the United Nations (UN) summit in September 2015, the 2030 Agenda for Sustainable Development with its 17 Sustainable Development Goals (SDGs) was adopted by all UN member states. The agenda gives a comprehensive framework for a global socio-ecological transformation.

The complexity of women's lives and realities is reflected in the intersectional nature of the sustainable development goals. While 8 of the 17 goals explicitly integrate commitments to women and girls, the achievement of targets across the agenda has implications for women’s and girls’ human rights.

The objective of this report is to map the process undertaken by different regional governments in the implementation of the SDGs. Building on the mapping exercise, the report stresses a set of clear overall policy recommendations and approaches that could be replicated by regional governments.

Exploring new policy pathways: How to overcome obstacles and contradictions in the implementation of the 2030 Agenda The world is off-track in terms of achieving sustainable development. Fundamental policy changes are necessary to unleash the transformative potential of the SDGs. In particular, there is a need for more coherent fiscal and regulatory policies and a whole-of-government approach towards sustainability.

The 2030 Agenda and the Sustainable Development Goals (SDGs) are in line with the long-term development strategy of Viet Nam. In our endeavour to achieve this agenda, the Government of Viet Nam is committed to mobilizing all resources and the participation of government ministries and agencies at all levels, organizations, communities and the people.

1. Sustainable Development and UAE’s National Development Priorities

The UAE was a strong advocate for the formulation of Agenda 2030. UAE’s commitment to sustainable development is at the heart of the country’s vision for its future. The ideas of sustainable development permeate UAE’s national development plan - Vision 2021 - and the plans of its seven Emirates.
