Report Analysis: 
  • The report on the implementation of UNISFA was submitted pursuant to S/RES/2032, where the Security Council mandated that the Secretary-General report on the implementation of UNISFA at 60-day intervals and to report on the Addis agreement. The report covers the period from 27 January 2012 (date of the last report, S/2012/68).

  • There is no mention of WPS issues in the report, despite discussion of political developments such as the progress on the 20 June Agreement and discussion of migration, where attention to the particular concerns of women would have been most salient.

  • In regard to efforts to monitor human rights as per SCR 1990 (para 10), in para 30 the SG notes that UNHCR sent letters to the governments of Sudan and South Sudan, but only the government of Sudan corresponded with DPKO, and in that correspondence rejected any inclusion of a human rights component in UNISFA.
