The International Foundation for Election Systems provides professional advice and technical assistance in promoting democracy and serves as an information clearinghouse on elections, rule of law, governance, and civil society.

An important aspect of the IFES project in Liberia concerns voter/civic education and civil society strengthening relative to the upcoming elections. IFES is developing voter education materials and distributing those materials to Liberian citizens on the details of the electoral process; focusing on the mechanics of Liberia's first elections since the war.

Work in this area provides the following three services:

  1. assist in the provision of voter education to special target populations: women, former combatants, and first-time voters;
  2. support Liberian civil society in preparing and performing non-partisan monitoring of the pre-election, election, and post-election periods; and
  3. support knowledgeable international groups in their efforts to conduct non-partisan monitoring of the election process. The credibility and sustainability of Liberia's democratic transition will be determined largely by civil society's participation in the electoral process.
