This was an opportunity for selected NGOs to discuss issues of international peace and security with the Security Council. The Arria (surname of former Venezuelan Permanent Representative to the UN and adviser to Kofi Annan) formula is an informal consultation/meeting, where members of the Security Council (SC) meet with civil society in a confidential, informal setting. This meeting was presided over by a member of the SC. Often times the Arria Fomula is held well in advance of the Open Debate so as to give member states an opportunity to incorporate the information/recommendations gathered at this meeting in the statements they make during the Open Debate.

Global Open Day

The Global Day provided an opportunity to hear the priorities and concerns of women from conflict-affected countries. The Global Open Day was the culmination of national Open Days held in over 20 conflict-affected countries in June-July 2010, in which SRSGs Special Representatives of the Secretary General consulted women leaders on peacebuilding priorities. The Global Open Day featured four women who participated in national Open Days, each of whom addressed a key theme that emerged from the consultations. Senior representatives of each of the participating UN agencies responded to and addressed the issues raised. The Global Day featured four themes: Women's participation at all levels of decision-making; Justice; Security, Sector Reform and Demobilization, Disarmament and Reintegration; Economic recovery; and Need for dedicated human and financial resources to implement SCR 1325.

Launch of the "Advancing Women as Peacemakers" Project

The goals of this project include:

  • To increase awareness and understanding of SCR1325 among women in the U.S.; this includes understanding how it and/or a U.S. national action plan for implementation of it could be used to change U.S. foreign and domestic policy.
  • To promote an understanding of the historical linkages between WILPF's founding document and the actual text of SCR 1325.
  • To encourgae U.S. women to assert themselves more actively into international policy debates, particularly those involving the definition of security and the allocation of public resources to meet human security needs.

Other activities will take place in US WILPF branches between Sept. 6 (Jane Addams's birthday) and October 31 and will be updated in due course.

Global Open Days

UN Secretary-General Ban-ki Moon has referred to the Global Open Day for Women and Peace an opportunity to "reinvigorate our efforts to realize the vision set out in resolution 1325." Since June 7 seventeen post-conflict countries worldwide have held their Open Day for Peace, with others presently holding preparatory meetings.

These events engaged women peace activists, leaders and advocates with senior UN officials to allow them to voice their concerns and discuss how women's participation in sustainable conflict resolution, peacemaking and peacebuilding can be improved. Recommendations from the meetings were forwarded to the UN Secretary Council for it to consider in accelerating the resolution's implementation.

Make Women Count for Peace

Women and girls do not often physically fight the world's wars, but they often suffer the most in violent conflict. Increasingly, they are the direct targets of fighting, and sexual violence is deliberately used as a tactic of warfare. And yet fewer than 10 percent of the people who negotiate peace deals are women, and only about three dozen individuals have been convicted and jailed by international war crimes tribunals for committing or commanding widespread sexual violence. Sexual violence in conflict is NOT inevitable. It can be stopped. Ten years ago, in its landmark resolution 1325, the United Nations Security Council called for women's full and equal participation in all elements of peacemaking, and for prevention of this kind of violence. However, implementation of this historic resolution has not been fast enough.

... Which asked governments to support three steps to implement Security Council resolution 1325:

  • Prosecute those who command and/or commit sexual violence and exclude them from armies and police forces after conflict.
  • Ensure that women participate in peace negotiations and all post-conflict decision-making institutions.
  • Increase the number of women in troops, police forces and civilians within international peacekeeping efforts.

Thank you for adding your voice to make women count for peace! 22,052 people signed the petition, calling upon governments to implement Resolution 1325 and end sexual violence in conflict.

On September 21, Lucinda Marshall presented at Mount Mary College in Milwaukee, WI on the importance of United Nations Security Council Resolution 1325 as part of their celebration of the International Day of Peace. 2. Statement by Ms. Navanethem Pillay, at the Seminar on “Women, Peace and Security: from Resolution to Action”

The United Nations High Commissioner for Human Rights concluded the Ten Years of Security Council Resolution 1325 even in Geneva on September 15, 2010.

3. GNWP Member Sharon Bhagwan Rolls Speaks at Ministerial Meeting on 1325

On Saturday September 25th, Member States, UN Agencies and Civil Society gathered at the UN for the Ministerial Meeting on Security Council Resolution 1325 "A Call to Action." The objective of the meeting, convened by the Mission of Canada and a number of co-sponsoring missions, was to pledge concrete, measurable and time bound commitments towards the implementation of the resolution.

4. Conference Follow-Up: Women Making Peace: Where are We Now? Maximizing the Impact of UN Security Council Resolution 1325, 10 Years On

The United Nations University (UNU) hosted a seminar on September 8, assessing global progress toward implementation of the groundbreaking resolution which calls for increased recognition of and support for the role of women in prevention and resolution of conflict.

5. Conference Follow-Up: National Conference on Women, Peace and Security Opens in Ghana

A national conference to discuss 1325 on Women's involvement in Peace and Security opened in Accra.

6. 10 Points on 10 Years UNSCR 1325 in Europe

CSO Position Paper on Europe-wide Implementation of UN Security Council Resolution 1325. The paper has benefited from worldwide consultation. Over 60 organisations and networks explicitly align themselves with its recommendations.  

7. e-Roundup: Implementation of Security Council Resolution 1325 at Ten: Looking Back and Looking Ahead

This special e-Roundup aims to provide background information on SCR 1325 and the three resolutions that build on it – 1820, 1888 and 1889 – and to highlight some of the events taking place to commemorate a decade of Resolution 1325.

2. Conference Follow-Up: Brussels Conference Conclusions: SCR 1325 'Ensuring Women's Participation in Peace and Security'

On 9 September 2010 the European Union (EU) and Belgium organised an event in Brussels called 'Ensuring women’s participation in peace and security' to mark the 10th anniversary of UN Security Council Resolution (SCR) 1325.

3. Conference Follow-Up: Women, Peace and Security: from Resolution to Action, The Protection Agenda under Security Council Resolution 1325/2000  Consultation Conclusions

The participants of the Geneva Consultation on “Women, Peace and Security: from Resolution to Action”, met on the 15-16 September 2010 as part of a series of events, in recognition of the 10th anniversary of Security Council Resolution 1325 (SC/Res/1325). In the presence of representatives of governments, the European Union (EU), the United Nations and civil society including women’s organisations and networks, came together to translate our shared experiences and commitments into actionable recommendations.

4. Conference Follow-Up: 10 years after UN SCR 1325 : Conflict Prevention Mechanisms

On 2 September 2010, Mary Robinson, Bineta Diop and Nyaradzayi Gumbonzvanda critically discussed the concept of conflict prevention under Security Council Resolution (SCR) 1325, and the local, national, regional and, international mechanisms which should be linked with prevention strategies. The event, “10 years after UN SCR 1325: Conflict Prevention Mechanisms”, was attended by over eighty representatives from Member State delegations, the UN and civil society and chaired by Madeleine Rees, Secretary General of Women’s International League for Peace andFreedom (WILPF).
