Participation

The Participation theme focuses on women’s representation and participation in peace processes, electoral process – as both the candidate and voter – UN decision-making positions, and in the broader social-political sphere.

The Security Council acknowledges the need for strategies to increase women’s participation in all UN missions and appointments to high-level positions in SCR 1325(OP3) and 1889(OP4) and further emphasises the need for women’s participation in peacebuilding processes (1889).

Specifically, it calls for the mobilisation of resources for advancing gender equality and empowering women (OP14), reporting on the progress of women’s participation in UN missions (OP18), equal access to education for women and girls in post-conflict societies (OP11), and the increase of women’s participation in political and economic decision-making (OP15). Until this language translates into action, the potential for women’s full and equal contribution to international peace and security will remain unrealized.

Since 2005, Burundi has sought to give women an important role in managing public affairs. The unremitting struggle of the women of Burundi, together with the determination of the Government, made it possible to achieve the results that the whole world can see today in terms of the representation of women in decision-making bodies, both at the executive and the legislative levels.

In the judicial branch, there is a good level of representation of women in high offices. Three women in fact preside over the following higher courts: the Supreme Court, the Constitutional Court and the Administrative Court. In a society characterized by male dominance in the highest State offices, those positions reflect an important change in terms of gender.

In order to ensure that the participation of women becomes more active and grows, there are also the issues of strengthening their capacities and establishing a fund to ensure their continuous participation in various activities, so that they can take charge of their own destiny.

With respect to sexual violence, the situation is the more terrible for its unequalled scale and the unspeakable suffering of its victims. Even some refugee camps and displaced persons camps have become unsafe places for women and girls, instead of being islands of peace.

Unfortunately, that progress and all of those efforts and the regular consideration of the issue of women and peace and security by the Security Council have not ensured the protection of women and girls during conflicts, nor their full involvement and participation at all stages of the peace process, not to mention the fact that the issue of the inequalities and disparities between men and women continues to be a challenge.

To conclude, I would like to recall that my country, Burkina Faso, adopted in 2009 a national gender policy, which was drawn up in a participatory and inclusive way. For its implementation a three-year plan of action — 2011 to 2013 — was drafted and adopted. In terms of gender equality, the adoption of a law setting quotas of 30 per cent in the legislative and municipal elections is an important step forward.

Yet much remains to be done. Sexual violence continues to be used as a weapon of war, and peacekeeping missions still struggle to protect women. The participation by women and the representation of women still represent small fractions of what those rates should be. But, at least today we have a much better understanding of the challenges we face and the goals we must meet.

Valuable as they may be, indicators are not enough. They are but a means to an end. We must work harder to effect concrete changes through action. It is important to increase engagement by the Governments concerned. National action plans are important vehicles in this regard, especially if they also involve a broad range of actors, including civil society. It is also important that action plans be supported by adequate funding.

Peacekeeping and peacebuilding are important ways by which the United Nations can strengthen the role of women as agents of peace; so much so that empowering women and protecting their rights should not be the exclusive task of gender advisers in peacekeeping operations, but rather a responsibility shared by all mission components.
